The Personal License permits personal use only. You cannot use it for commercial projects, and it is a single-user license. The materials also cannot be shared or sold online in any form.
The Commercial License permits both personal and commercial use with no revenue limit. It is also a single-user license. However, the commercial license does not permit redistribution: you cannot share or sell the materials individually or include them for resale as part of an asset pack.
In other words, the commercial license expands how projects created with the materials may be used, but it does not grant permission to redistribute the materials themselves.
