Blender - Community Material Pack is a blend file containing many useful materials for application in your scene via the asset browser, and application in your asset libraries by placing this blend file into them. This means you can drag and drop materials into your scene from the asset browser. Furthermore, note that you can access materials from this file by selecting File - Append. This material saves tons of time from applying materials as it gives you access to things that you could otherwise never find, use, and apply.
